I have a crazy, overly excitable Belgian Malinois that needs a lot of exercise. Walking isn’t enough. I have resorted to having him chase my car. There is a dead end road I take him to that he can stretch his legs. Here is the in-car footage (taken via I Phone by teenage daughter that doesn’t understand anything other than portrait mode)
A couple details: 5 speed 2005 Ford Focus w/studded snows; ~25 mph; I always have a spotter; the end is a handbrake turn into a 90 degree left.

This is what you need. Bond with him and tire him out. And wheeled bike or cart in the summer. Or walk him pulling a tire or two. Any of those though, you need a proper pulling harness so he’s comfortable and doesn’t get injured:
